No, he hated Serbs not for hobby, but because not reciprocated by them in his political vision of relations between the empires, the Orthodox one (Russia), and the Roman Catholic one (Hapsburg).
Serbia – I mean the elite of it – was completely dragged inside the dreams of power and ambition, cultivated for all long the second half of XIX by the diplomacy of Rome. Think only to those Romish priests roaming in the end of XIX century in Serbia, and I mean not the land or the streets of cities and villages, but the the offices of Serbian ministers. To imagine a punishment – by the Austrian side – against the Orthodox Serbs and then to avoid to settle the score with Mother Russia, is a pure sign of mind illness, because the same Calvinist Hohenzollern would have been preoccupied, seriously preoccupied, about the fate of their dreams of Balkan expansion, suddenly disturbed by an eventual Hapsburg crown gone made.... and forced to say bye bye to the railroad-project "Berlin-Istanbul"...... Unfortunately in the Hapsburg minds there was, all along that ending century, still great traces of health (think only to the answer in front of the murder of the heir to the throne, Rudolph, evidently who counted in the palace of Wien understood that the assassin was performed in order to put hate between Vienna and Berlin....). Therefore Rome had to fatigue the Hercules fatigues in order to arise hate between Belgrade and Vienna.
Ok, with the age of Leo XIII, Serbia was the "round-table" of confrontation between Moscow and Wien. But such confrontation leaved a third subject outside the door of the important international scenery. A true offense, as “international” is also synonymous of “universal”! For this reason, to enter again in the game, it required to subtract that geographical and religious table from the control of those two empires. In other words: it required to control the object of the relations between both imperial crowns, the control of Serbia. Question: which was the third 'empire'? Answer: it was the Roman Catholic empire of the pope. The re-unification between the Russian secessionist (schismatic) province of that empire, with the Mother house in saint Peter square, requested - with no alternative - to disintegrate the box (Russian crown) where that schismatic province was living, a provocative oasis of blissful couldn't care less attitude respect the anxious requests of unity launched by the 'divine' emperor of Rome.
The ascertainment for which you cannot disintegrate the Russian empire without to be constrained to robust similar modification also in the bordering Old Continent, led to what we know under the term "First World Conflict" (which buried inside the history's grave another universalism, the one of the Ottoman empire). No worry if that war started from Serbia, because Serbia was the religious zip connecting together those four examples of secular universalism (the four “empires”), four kind of secular universalism which, for their inner nature, were only enemies of the Roman universalism.
Therefore we can conclude that it is just today that the anti-German spin, (practically a form of fear for the ghosts in the castles), need to be increased, as the re-unification wished by our bishop Strossmayer is near the corner, and with all the troubles it will arise, surely it is dragging that vague sensation that it couldn't be implemented in else way than with a good Roman Catholic toast in the cemetery of the Eurasian empires.
(An observation about the below excerpt: the support of the political idea for a federation of the Slavic people, maybe with an autonomous crown, at the guise of the Hungarian crown, as constitutive part of the Hapsburg empire, more to be the usual disguise of the plans of death for Hapsburg empire, it was also and moreover a powerful way in to instigate the Balkan Slav nationalism against the centralism of Vienna. The priests of Rome know how to praise you meanwhile, under their cloaks, they have ready their poniards...):
